funds.gifThe Fond Régional D’Investissement Jeunesse (FRIJ) or in English as the Regional Youth Investment Fund (RYIF)) was created in 2002.  Under the responsibility of the nineteen (19) Youth Forums of Québec, this regional youth investment fund has been investing towards local and regional projects aimed at youth all over of Québec including organizations working WITH and FOR youth.

The Government of Quebec has invested over forty millions dollars in all the regions of Quebec.  Although, the Cree Nation Youth Council is entrusted to manage the Fund, the Cree Regional Authority is legally responsible for the RYIF under the agreement signed with the Government of Québec.  By managing the RYIF this way, the Government of Quebec and the Cree Regional Authority recognize that youth have an important role to play in the development of youth and the region.

The Cree Nation Youth Council has established priorities which can be met by different types of projects.  The Cree Nation Youth Council however has established the following four (4) areas as main targets for the Regional Youth Investment Fund:

  • Promotion of the Cree language and culture
  • Suicide Prevention
  • Substance abuse
  • Intercultural relations

The Cree Nation Youth Council will prioritize the establishment of Mobilizing Youth Initiatives (YMI), by way of community process, consultations, youth gathering, general or special meetings, regional tours, report and studies for addressing the diverse issues and challenges of the Cree Nation.

Mobilizing Youth Initiatives shall represent the majority of the investments made within the context of the Regional Youth Investment Fund.

Amount of financial assistance

In accordance to the agreement, the total contribution from the Regional Youth Investment Fund and the other programs of the government of Quebec and the Government of Canada shall not exceed 80% of the total eligible costs of the activities submitted by not-for-profit organizations and 50% of the total eligible cost of the activities submitted by private organizations.  

Nature of projects

The nature of approved projects by the Regional Youth Investment Fund must meet one of the two following categories:

1. Mobilizing Youth initiatives(MYI)

A Mobilizing Youth Initiative corresponds to a major long-term agreement, launched by the Forum or by the Community and committing the Forum and partners to an initiative, the stake of which is related to youth and which has been targeted by the region.  More than two partners are signatories of the agreement.  To fulfill this mandates, the CNYC see to the development of Mobilizing Youth Initiatives.

The CNYC and its partners are associated by means of a long-term agreement and include initiatives that are considered priorities “by” and “for” youth in the region.

Specific Criteria

  • A mobilizing youth initiative is an association between the CNYC and its partners. In this association, each partner has a specific role to play and specific responsibilities or commitments to fulfill.
  • A mobilizing youth project is the result of negotiations between the different parties. This cannot be imposed by one party to the other.
  • A mobilizing youth initiative has a sub-regional, regional, inter-regional or local scope.
  • A mobilizing youth initiative has an impact and a significant leverage effect on the development of youth in the region.


2. Local and Regional projects

A local project or regional project is an initiative of one or more promoters, other than the forum, who submit an application for financial assistance for this purpose.
